People wear seatbelts not, because the government is ordering them to do so, but, because of education on the safety risks of not wearing them.
The same principle can be applied to the masks issue. Educate people on how to safely, and effectively use masks. Educate folks on using the most effective masks (i.e. N95s), and have the government stay out of it by encouraging private businesses to make the choice for themselves on mask policy.

Because the information is already out there and idiots choose to just ignore it and go with their own confirmation bias.
