First thing he does is put his hand on the clasp, then his hands are on the harness once we see the dog past him. I get that you want to give him the benefit of the doubt but I don't see how his actions could've been benign. Right at :03, he reaches directly for the leash attachment point.
Want to pet a dog? Ask first the owner's and then the dog's permission. Never reach to their blind spot. My malinois would've sent him to the ER for a move like that. He's lucky he just caught a couple of smacks.
