He doesn't have an obvious sight alignment between eyes and the RMD sights. His eyes also don't appear to be directed down the slide of his weapon, and it actually appears he blinks or closes his eyes in reaction to the shot, which you can see in the picture immediately after the shot, when the slide has returned to battery.
Possible it was a negligent discharge. Two issues with that. First the only video released has the shooting completely out of frame but we hear audio that sounds like the slide being racked before the shot. So possibly a jam or dud round that was cleared before the fatal shot was fired. He could have also been doing a retarded Israeli carry. Second issue is rule number one of gun safety is never point the gun at anything you don't intend to destroy.
Unfortunately between frame 9 and 10 we are missing a ton of information and none of the videos of the shooting have been released as of yet.

If you look at frame 4-5 he is by the the gap in the fence. frame 9-10 show him further back - this man was shot while retreating.
