You'd think so right? But it's the same reasoning that judges can't be sued for making the wrong ruling. Sometimes it's a lose/lose where you can't make everyone happy, and SOMEBODY would feel wronged. Daily lawsuits would grind the entire system to a halt, and only the ULTRA RICH could afford to run for office.
Now, all that said, here's a different solution that I've thought of for police. Officials could be forced to buy into an insurance fund, and their and their rates would be determined based on the amount of lawsuits and damages awarded. (again, the ultra rich would still be able to afford being terrible)
You name the individual because the remedy a court can give is limited to ordering the official to do or not do some thing, governmental entities don't do things, the people holding the offices do. Money isn't normally part of the equation, at least in terms of being paid out to a plaintiff.
The orders issued last week by the Department of Health and Human Services are not affected by either of the Supreme Court rulings and remain in effect. Here is a list of reissued coronavirus orders still in effect across Michigan:
Face mask requirement and gathering limits.
Face mask requirement for schools.
Nursing home and long-term care facility safety measures.
Schools must issue notification of confirmed coronavirus cases.

Seems like we’d have a lot less corrupt judges and prosecutors, if we could sue for that.
Another way to illustrate my point is with soldiers - should they be allowed to be sued over friendly fire and/or collateral damage?
If I’m reading this right, you just can’t name the state itself in a suit, but you can the official.
