I firmly believe Dolloff knew he had a weapon, thats why Kelter was targeted, and the intention was to get Kelter to go for it or put his hand on it or towards it so he could claim self defense. I also believe Dolloff has rehearsed this scenario and that is what he, the agitator and 9news were trying to orchestrate. The agitator seems unsurprised when it happens, and does an endzone dance like you would do when a play works.
Dolloff initiated contact with his left hand in the frame that looks like he’s going for Kelter’s gun in the right hand.
That alone can establish him as the physical aggressor, which disqualifies you from use of deadly force.
But you bring up another food point: a gunshot went off and nobody started screaming or hitting the deck. Some of the people just sort of casually turned their heads at the sound, but they didn’t seem to be the crowd panicked by a shooting.

The real bombshell that no ones talking about is the surveillance footage that DPD has from the camera directly over the area this took place. It was immediately after this information came out that the investigation was upgraded to 1st degree murder.
