Trump can absolutely exclude non-citizens from the census and require a validation process for voting. The Constitution literally outlines that citizens, not residents or immigrants, are what are to be counted.

And nothing, absolutely no law, is above the Constitution. If it does not align with the constitution, it is abhorrent and both can, and will, be struck down.
