Is he fully licensed?

Pretty easy to get your apprentice license, and then you're free to go catch your own bird. You need a sponsor, for like 2 years, before you can step up to catching something other than a kestrel or red tail.

But then you show up with a giant golden eagle, on horseback, and ask your neighbor if he wants to go hunt antelope or mountain goats with it.

PS most of hunting laws with birds are intended to accommodate the fact that you're not completely in control when they're off the glove. So, they can kill whatever, 2 kills per day.

You can literally go downtown to an inner city fountain or pond and hunt ducks. They call it urban duckhawking.
