That is a process internal to government. Sure it is improper but likely nothing illegal about it. A lot of those people did have clearance to request unmasking. Not saying they should or that it was right.

The real crime is the bigger investigation of framing Flynn and actively sabotaging him. Changing evidence, concocting the whole story from Hillary.

Now if that Durham investigation also turns up nothing then fuck it all. But the unmasking (while shady as fuck) isn’t that important in the grand scheme of things and likely would have been hard to prosecute because most of them could argue a case of why they needed to know. Plus most of them will hopefully be charged with more serious crimes of treason.
