I heard one state university system did the same thing. Could be universities of California. Their soon to be ex-IT had to do the train ng, or they didn't get severance packages.
This shit boils me. It would be under control if they just had an audit system to enforce the requirement of hiring locally first.
Having techs train a replacement is in direct violation of good faith and should have stopped there, but since there is no oversight mechanism with any teeth...
I remember a few years ago when Disney fired a ton of long-time tech employees and essentially forced them to train their new overseas replacements.
