I read a "think tank" piece on STEM education for minorities. They cited lower performance outcomes among "minorities," which meant black and Hispanic children. Of all ethnicities, these were the two lowest-performing (lower scores = more money to fix problem)
In the very next paragraph, the one requesting funding based on minority populations, the definition of "minorities" was expanded to include Asians (more people = more money). Asians were the highest-performing, so they didn't suit the narrative of "low scores" from minorities)
So they changed the definition to suit the statistic they were pushing. Minimize scores, maximize cash. They're sneaky bastards, and you have to read/listen very carefully.
