If you're running a rock show? Not very - you have spares to swap in for every mic on stage, and running a new cable is no big deal. Even easier with wireless - you hit the road with at least two of everything, anyway.

If you're the Senate? They don't have spares because the budget was used for political donations, they have to drive across town to see if there's any mics around in a warehouse, they don't know what cable is what because they don't label anything, and everyone is standing around with their thumb up their ass because it's not their problem, and even if their boss is there, isn't going to tell them what to do. They're union. And, nobody has read a manual or knows how any of it works, anyway, and the one guy who does is on a lunch break.

Trump obviously outsources for his events, because they go off without a hitch.

Well they're acting like it's broken so they can spread kung flu on it. Which would only take seconds to do and be suspicious, but by taking this long it makes it look like they're working on it.

For that one in particular (assuming it is a mic issue), they only need to pull it out of the base and pop another one in. Stupidly easy.
