Not sure about your state, but in Texas you have to surrender your mail in ballot in order to vote in person.

We had a lot turned in yesterday.

You vote a provisional ballot that goes before a committee that decides if it is valid or not after all other mail ins/in person votes are counted.

Not really, it is to make sure no one votes twice.

If your mail in vote does not show up, then the provisional gets counted.

If it does show up it counts and the provisional does not.
