Orange County voted red since FDR in 1936. Then all of a sudden went from 1 in 100 provisional ballots in 2004 to 1 in 10 for 2018 and voted blue.
Though it's just a conspiracy theory though I'm told. Im sure Orange County will continue on its new path voting blue and maybe increase the provisional ballots to 1 in 5
There were super shady numbers from the last election if I remember correctly, its been a bit so i can't find the article...
... but if I recall correctly it was essentially something like the majority of voters voted for the Blue congress person but on the same ballot voted for the Red gubernatorial candidate ... absolutely seems odd.

that is extremely shady and unlikely. But that is what 1/10 provisional ballots gets you.
