9/11 is such a fucking shit show, nothing makes sense. Why didnt this POS activate the USAF, right after the first plane? We have planes that could have intercepted in minutes.

Unless it's for exercises or in/near an active or potential combat zone, we rarely if ever had weapons-loaded jets sitting on Hot Pad and ready to scramble. Damned sure didn't have any outside of the ME and Korea on 9/11. The only exception to that were the old SAC bombers on Alert Pads, and they pretty much only had nukes.
If you were lucky you'd have some cannon ammo loaded into the odd F-16 or F-15 here and there, or inert ordinance (they're blue or have blue stripes) mounted-up for practice sorties. Live ammo onboard on the flightline was a rarity in the US unless the jet was an alert-ready B-52, B1-B, and later, B2. In the US, only SAC bombers (err, "Strategic Air Command" for you kids) had any sort of instant scrambling capability anyway.
Strangely enough, during the morning of 9/11, jets were scrambled once the size and scope of the situation was known, but they were largely ANG F-16s and F-15s. These were launched as a stopgap until jets could be armored-up and sent up to take their places. This first wave launched and patrolled with whatever gas they had onboard and no ordinance/ammo - they were told to literally ram themselves at top speed into any airliner that looked as if it would wander too close to the White House, Congress, a skyscraper, etc.
Things are likely different today, but back then? Yeah, sorry, nope.
