Well, I think that Devin Nunes really hits it on the head that the biggest problem is that there isn't a solid checks/balances for the FBI. The result is that you can fire as many FBI heads as you want, but the work never changes because there's not a system to hold the work accountable.

IMO, the best thing might be to just create a new organization from the ground up that serves as a gateway that the FBI has to use for all of it's work. It will force the FBI to play by the rules that America wants them to play by. This sort of balancing system should have been created in the beginning.

Yep, As I explain in the link, the reason there can't be proper checks and balances; is because the Bureau (like so many other organizations/agencies/depts) are assigned to do more than one government Force function: Military, Police, or Spies.

So to make the FBI run properly, it needs to ONLY have Law Enforcement functions, and non-overlapping ones with other agencies. All Intel functions moved out, and all overlapping functions moved out. And be only domestic, with zero intenational footprint.
