While counting three-fifths of the slave population still gave the heavily pro-slavery Southerners a significant over-representation in the House, the fact is that, if 100% of the slaves were included in the total population, the Southern states' would have had the congressional representation even more inflated.
At the 1787 Constitutional Convention, Northern states wanted to make representation dependent only on each state’s free population total, but Southern delegates threatened to abandon the convention if they couldn't count their slaves to determine total population. They obviously wanted an unfair advantage (since the slaves wouldn't benefit from the extra congressional representation they were affording their owners).
So the framers agreed on a compromise that called for representation in the House of Representatives to be determined based on a state’s free population plus 3/5 of its enslaved population.
It sounds bad, but this was actually meant to weaken the power of the Southern states and was meant to help the slaves.
The framers, or at least a large majority of them, would rather have found a way to end slavery, but besides trying to maintain the harmony and Union among the newly United States, they already respected private property rights and believed in small government, so when feeling they had no option but allow Southerners (future DemocRATS) to use their slaves to increase their power (which DemocRATS still do to this day), the best they could do to reduce the Southerners' congressional representation was to convince them to include only three-fifths of the number of slaves in the total population of each state.
In hindsight, the framers should have told the future DemocRATS to go pound sand. Maybe we wouldn't be in the situation we are in now (or maybe we'd be slowly infiltrated anyway).
