This prevents clients from saying, "Oh. you couldn't fix my laptop? Ok, then I won't pay you, just hand over my data that you rescued from my hard drive for free." They don't get that data until they pay. That's why the shop owner literally owns the data that he handed over to the entities of his choosing.
