The 2 party system has a lot to do with it. Many votes cast are done to prevent the worse of the two from winning.

Those SAME VOTERS are supposed to be electing those candidates into the top running position of their party. A 'lesser of two evils' situation shouldn't even be happening in the first place.

This is a twofold problem. Genuine alternatives are not running, and when they do the establishment makes sure their campaign runs into a wall, which leads to other genuine candidates not bothering to run.

Sometimes you actually get several good choices, and they split the vote, leaving the incumbent in the lead even though the majority wanted anyone else.
