Just ballparking it as every venue/area differs, but I'd show up 5h early at least.
You're bound to meet some fine folk anyhow.

Just got here. About 2500-3000 people herr so far. If you are on the fence at all, come! High energy crowd already and fun to talk to other pedes. Chilly out but no rain.

A lot of people just pick them up afterwards.
it depends. I've shown up like 15 minutes before and have gotten pretty good seats but I would guess it depends on the venue. I'd make it there at least 30 mins early

Janesville news reporting that parking is two miles away and they will shuttle attendees to the airport by bus:

The Rock County Sheriff’s Department said Thursday that attendees of Trump’s airport rally will have to park at Blackhawk Technical College about 2.5 miles away and take shuttle buses to the event.
