It technically is. The dimensions of the paper (that square page) is a tabloid sheet. That’s the industry term in print media. It’s not about content in the publication, though trash publications that print on tabloid have degraded the term over decades.
If it were to print in a broadsheet size (the standard newspaper size) it would not be considered a tabloid.
