For example, do you think the CIA has some programs testing experimental drugs on unwitting subjects? Probably. Do you think there might be a clique or two of people in an intelligence agency or ten that are working on behalf of themselves and not national security? It is likely at least a few people are. Do you think there is at least a couple of congressmen or billionaires that like to rape people? Statistically there probably are at least a few. How likely do you think it is that some of them get together after work and do that sort of shit together? I wouldn't call it far fetched to think these things.
