They do offer that service, to accommodate people who might have scheduling problems on election day. "Early voting" in this context means people going in to city hall or wherever to vote in person, days or weeks before the election. They do offer that service, to accommodate people who might have scheduling problems on election day.
It doesn't mean people voting at 11 AM.
