In order to fill out these absentee ballots online, you need a unique identifier that they e-mail to you.
If OP was sent this ballot from his friend and he knew his DoB, his highschool friend also sent him the unique identifier. You cannot access these without it.
Additionally, you need to print these out to sign them and send them back. If OP doesn't know his signature, he can't sign them under his name.
So let's rehash:
You need name
You need DoB
You need unique identifier from e-mail
You need signature
You need to physically send the ballot back (or Fax)
So all we see is an absentee ballot being filled out, normally with the insinuation that he is changing the vote electronically.

Oregon has had mail in for quite a long time so the system has gone through several evolutions but I can say at least a decade ago it was 100% done manually by trained people fr both parties. I would be surprised if there isn't a computerized verification first but AFAIK in Oregon there are still individuals checking signatures.
