It means you can get a ballot of anyone whose details you can find, print it and vote on their behalf. BUT if they check the signature against DMV records, which someone said they do, then it means there is a failsafe. Though, you could take potshots in the dark and surely get a few people right. Especially if you can find any records of their signatures. Or even you could just take a guess and whoever checks it might think it's similar enough.

So, yes you can vote for someone and if they have no actual proper dedicated checking of signatures which I would say would have so much variance in automation it would need manual checking, and whether they do it properly or not we don't know.
