From the sounds of it you can not change a vote, this is so someone with a disability can print out a ballot with votes marked and mail it in. It would still need signature verification, etc.
However, it does seem you may get access to private info like address and be able to change things like party affiliation.
I don't know 100% (as I am not about to test it), but I read a lot of threads on it and that seems to be the general consensus. There also does not seem to be any online voting in Oregon at all. This seems to just be a screen that lets you print a ballot.

It’s not online voting the site itself says when you go to print a ballot that it will invalidate your mail in ballot.
So with just a name and DOB anyone’s mail in vote can be invalidated.
The whole thing about changing votes is because some anon “changed” Ted wheelers vote to Trump. All he did was check the box for Trump on the ballot to be printed out. But that might have invalidated his vote.
Just for context the changing of his vote is just him requesting to print a ballot (which invalidates your mail in vote) and checking the box for Trump before printing it. He could technically print it and drop it off without an ID in Oregon however.

The point is you can only 'vote for them' if you print it out and mail it in. The original story implied you could just change it online.
