You are incorrect. I live in WA and had my ballot put on hold during the primary simply because I clicked on the Online ballot button. I didn't fill it out, didn't print anything, just clicked the button.
I had to call the local auditor's office to get it released and counted. That was the reason they gave me of why it was on hold.
