They can be depending on context (and language), but not in this case. "Meter" is primarily the Americanized spelling of metre. Meaning is the same. Humor (or humour) was the intent.

I also know that the photo is not an American Target as evidenced by the pound sign and hence would presumably not be voting in the US election. But I wasn't going for clinical precision and technical accuracy. Sometimes you have to sacrifice by shitting out a throwaway comment and do it for the lulz.
