In phase 2: Minorities get vaccines first as part of an official, interim government plan.

If the vaccine turns out to have extremely serious side effects, Charlie Baker will have committed black genocide. If whites die because they didn't get the vaccine, he's still a racist.

The Massachusetts government plan is interim, so subject to change, but neither side should be happy about this.

Other: Vaccine recipients will have their data recorded and uploaded centrally. If two treatments are required this makes sense, but I didn't see anything about data retention policies. Uploaded data is mostly PII only HIPPA because of who is uploading it.

Nothing in the plan, yet, calls for mandatory. More likely than not, Hospitals University large employers, and other organizations will require it so the government won't need to.
