The CIA hasn’t been all that effective in counter-intelligence and intelligence gathering roles. The fucking FBI was more effective then the CIA at counter intelligence during the height of the Cold War.

For the most part the CIA was largely ineffective on the intelligence front. Often taking the credit for the legwork and operations done by other agencies.

Aside from their half-assed intelligence gathering. They pretty much have done their own thing since their inception. Which was Frequently occult black projects.
