Eli5? I can't see how the repair shop kept this hard drive with CP and highly illegal/traitorous information for over year AND the FBI knew about it AND he waited until October before an election to release.

I don't see how this makes any sense. It's clear that the hard drives are legit but that doesn't mean civilians get to keep and share it freely?

Technically, as the person who dropped off the laptop never paid for the repair work the computer + contents are subject to a repairers lien and thus the property of the repairer. I cannot say for sure but it seems that a copy of the drive was made as a standard recovery procedure in case the laptop could not be repaired so the client does make a complete loss. As to sharing it, I see it more as a leak of information important for public interest a la Edward Snowden. But that won’t stop the deep state claiming it’s illegal.
