CA used to have no problem with forest management. Then some environmental policy was enacted to protect the kangaroo mouse or something. This mouse lives in the felled forest biome. The policy forbade clearing the dead underbrush and wood. Then a fire aggressively roars through and destroys the habitat and the mouse too.

New England currently has more forest than it did when the Pilgrims arrived. The natives used slash and burn agriculture in many areas.
