Refugee status should be used as an emergency triage for people who are in immediate danger and literally have no safe place to go on their country. It should not be a pseudo permanent state of being which morphs into mass migration.

I hereby propose a new international law. If country A takes X% of country B's citizens as refugees, country A gets X% of country B's land.
