Yup that's how it works in big city real estate. The big developers hold fundraisers for Democrat politicians to ensure they get development contracts and permits. Every real estate agent and investor who wants a piece of the action has to chip in to the developer's fundraiser. It's not illegal because nothing is ever said out loud. Everybody just understands the rules.
