I think really he was trying to show people the red tape and regulation isn't entirely necessary and maybe there is a better way without government in the way all the time. They believe paper, cloth, and other non-respirator type masks prevent spread of COVID (which is not backed by scientific evidence) while simultaneously taking a stance of antivax (because they don't trust the vaccine, a position they mocked, ridiculed, and belittled just a short tim ago). They really are just NPCs who react explicitly in accordance with their daily download of left-wing propaganda. Whether or not their day to day downloads are completely contradictory is irrelevant.
