The problem with tracking a population with surveillance cameras in every hand, and a microphone in every pocket, is that the elite this system is supposed to protect keep stumbling in front of their own camera.

Your statistics professional points out problems in reported numbers online.

Your computer repair guy in Delaware spots illegal behavior (well documented as encouraged and funded by law enforcement agencies).

Your reddit community filled with high powered professionals you'd get no where else for free cuts your media narratives to ribbons, as we saw in the Boston Bombing live feeds. So the media companies attack the platform with bad press to bully them into censoring communities.

Things are never quite as good as it looks, or bad as it looks.

For all the surveillance it also has the benefit of slow marching bureaucrats out of criminality and into the light as well. Just can't get away with as much when you've got elites doing stupid things. This is a process where those who got away with murder in past decades who lack tech savvy or discipline to avoid the cameras stumble out into the open. That process can be enhanced by encouraging surveillance in directions and areas that maximize recording of your representatives and corporate heads.

The answer to Big Brother is systematically taking effort to turn the cameras around. So they collect data on the behaviors of everyone working for a tech giant, for example, and pipe that data to the public to scour. There's always a larger number of people able to process that data in the public.
