A few years ago, the Florida constitution was being flooded with amendments to mandate things like saving fetal pigs and a requirement to indebt the state over a non sensical high speed rail project. What was happening is that special interest groups figured out they could bypass the legislature and just make their cause a constitutional amendment. Fortunately, a constitutional amendment that required future amendments to pass by 60% of the vote rather than simple majority was put on the ballot. As I recall, it passed by less than 60%, somewhat ironically. This change slowed down the onslaught of amendments and seems to be an overall a good move for the state. Other states that haven't done this have found their constitutions so flooded with garbage that they aren't even functioning documents any longer. Amendment 4 comes from the school of thought that constitutional amendments should have to clear a pretty high bar before becoming law.
