Even if masks worked I wouldn’t mandate them. It isn’t the place of the government to be micromanaging all aspects of your life. I don’t like almost any law of compulsion on principle, either.
Banning behavior is one thing. Requiring it is another and is not to be taken lightly.
You can still have separate shopping times for seniors until a vaccine as well.
