Honestly, because much of America would have little sympathy for the "victims" if they were remotely leftist. 50 Antifa/BLM rioters? Most of America would say "Good Riddance." A mosque? Same story. A gathering of transsexual freaks? The left and their pets are out of sympathy points quite frankly. (Edit: Look at how little sympathy Whitmer got from her false flag kidnapping attempt.) Worse, a false flag against the left could show how easy it would be to make the left bleed, and bleed hard. Now targeting conservatives in a false flag would be the safer option for the Deep State, but that would still probably just make middle America blame the left. Mass shootings were heavily overdone from 2017-2019 that the general public is increasingly numb to them. (Edit: A tactic that drags on for too long becomes a drag. Rules for Radicals #7). Not to mention that any shooting would bring massive, immediate public attention it would bring to "Biden's" specific gun control proposals (which anyone even somewhat familiar with firearms would realize spells the end of the 2A), which would encourage even more gun owners to vote Trump.
TLDR Reasons the NWO won't try one before the election 1) America's numb to them because they were overdone, and some may even think "good riddance" 2) Would show that left is not invincible, and 3) would gain Trump more gun owner votes.
Now if they take power, well then they may (or may not) stage one as an excuse.
