At the time of his death he was working for the Mitre corporation (cyber security). Wheeler was dealing with the issues of election tampering (Russia) and China tampering with our power grid. His briefcase contained security clearances etc. His death had a few dynamics, but the briefcase was never found. He was murdered with money in his pocket and still wearing his West Point ring.
