I was skeptical about some of the "extreme" rumors about what might be on the laptop, but if you read Rudy's comments and read between the lines, it does sound like what he would be saying if those rumors were true.
Because the release of information is being very deliberately timed so as to have maximum impact. Rudy's got bigger priorities than appeasing the "But I want it RIGHT NOW!" people.
Sitting on them for maximum impact reinforces the idea that it is just political theater and isn't really that explosive. It may end up hurting Biden but then it shouldn't be oversold as evidence of criminal acts
If Rudy would have broke this story back in the spring, Biden never would have become the nominee.

Now? Ballots have been printed and early voting has already begun in many places. At this point they can't replace Biden. They're screwed. Plus, if the contents of the hard drive are as damning as they say, they'll still be fresh in the minds of voters on election day.
People underestimate Rudy because he can come across as a goofball sometimes, but he is a very smart man and possibly the nation's top expert on RICO cases. He knows what he's doing.
