Acting officers also have a whole laundry list of things they are legally prohibited from doing, especially within the DoJ. Plus, it's unfair to the agency, and most of all the person being temporarily promoted, without being given the authority to do the job.
What I hope he does, after getting reelected, is fire all these people, and recess appoint their replacements while the congress is in between sessions. That way, they would have the full legal authority to do the job, and would be assured of staying in the position for at least 2 years, unless they pissed Trump off.
