I worry that countries without such laws may be given preferential treatment.

"Drunk driving," at least in some places in the USA, can include sleeping in the back of your friend's car. I'd rather have a car sleeper than a man from a 3rd world country which has no such laws on the books for even overtly hazardous drunk driving.
