The only caveat is that law enforcement would have trouble proving people were driving under the influence. Otherwise it seems reasonable to allow but treat like cigarettes.

All they would have to do is carry a bag of Doritos around with them. If the driver can get through questioning without saying, "Are you going to open those, or what?", then they pass.

A field sobriety test for THC is easy. The officer slowly unwraps a Little Debbie snack cake and watches the reaction of the motorist in question. Will work every time.
