Historically, the best answer has been full assimilation. In EVERY way. Adopt the language, technology, primary religion, and culture that's more successful. Don't permit people to find comfort in their enclaves. That breaks down the victimization narrative.

Segregation leads to resentment and riots. Sometimes even terrorism. It only makes things worse.

The only exception to this is sex segregation for young people. (As a girl, it's socially acceptable for me to say this. Yes, girls AND boys do better in same-sex educational environments.)
