Also there's no way that these Detroit precincts got anywhere near 80% turnout, let alone 100%. The amount of same-day registrations is insignificant. New Jersey sent out ballots to every voter and only got back 72% with comparable cities like Newark only getting 50-60% turnout.

Washington and Colorado have been doing mail-in elections for decades and they get turnouts in the 60s-70s% for their most engaged precincts in the suburbs.
