So I work in a tech company. Had we been in the same situation, with a breach or whatever of this magnitude:

If we knew we had nothing to hide, there's no way we would wait three weeks to make a statement, none, zip, nada, zero, zilch chance. We'd get the wording right, and probably run it by lawyers and PR in this case, but we'd want a statement out within 24 hours. We're investigating and cooperating with government, etc etc.

Were we in the wrong, we'd come out and say we were looking into it, but not offer much in the way of insight. Imvestigations ongoing, cooperating with government etc.

Were we knowingly negligent and malicious, then I very much doubt we'd make a statement for as long as possible, until advised by lawyers. Or we'd bluff until it were no longer possible. It's blatantly obvious they're in cahoots with a larger entity that is advising them.
If they have nothing to hide, or feel they are as "secure" as they claim, they should be offering much more evidence towards the fact.
I'm not necessarily blaming 90% of the company, however, it only takes a small number to be able to pull off what Dominion are being accused of. Those at the top and a select handful of developers.
Ducking the PA hearing that they were supposed to attend is also a very clear indication that they are being advised by a larger entity that knows they would face no consequences.
