I do not think this is true. In Georgia for example, the ballots are procured by each county. The county does a RFP, and companies can submit bids. In Gwinnett ounty, GA, for example, they chose Dominion voting systems to print the ballots.
The only watermark required for the General Election in Gwinnett County was for the SAMPLE ballots. The general election ballots have no watermark.
