The state could attempt to "cure the ballot box" by removing from the count all ballots not cast in accordance with a state's lawful legislated acts and constitution, but they have not. Since the popular vote winner can not be accurately determined because the ballot boxes were stuffed the legislature should appoint the electors. It's the only reasonable course.
The legislature would not be disenfranchising voters, a stuffed ballot box disenfranchises voters. Democrat lawsuits, judges, and administrators who've collectively stuffed the ballot box are the responsible party. They are responsible for electoral disorder. They are responsible for disenfranchisement. They and they alone.
