Whoa. Wait. Postal contractors use their own (privately-owned) vehicles to transport mail every single day. Did Sidney really assert that this is a crime? Transportation of Federal Mail in a privately-owned vehicle is not against the law. Is there more context to this comment that I'm not seeing?
Edit: all of us who were transporting mail in privately-owned vehicles were authorized to do so by virtue of contract or employment, and this might be the distinguishing factor. I don't know how you discern that this truck is not authorized to carry mail, but carrying it in open tubs like that is highly irregular.
