It does not allow the President, or any other agency to invalidate or overturn an election. Essentially it allows the US to punish foreign entities, be it individuals, corporations, or governments, with essentially economic sanctions.

The 45 day timeline is for the Director of National Intelligence to "conduct an assessment of any information indicating that a foreign government, or any person acting as an agent of or on behalf of a foreign government, has acted with the intent or purpose of interfering in that election." Once the assessment is complete the AG and Director of Homeland Security have an additional 45 days to deliver an evaluation of the assessment to the President.
